Indian Passport Application

1. All passport applications must be submitted online through the official Passport India portal: www.passportindia.gov.in.
2. First-time users need to register on the portal by creating an account.
3. After registration, log in with your credentials.
4. Fill out the online application form accurately and completely. Choose the type of application (Fresh Passport / Re-issue of Passport) and scheme (Normal / Tatkaal).
5. Upload scanned copies of required supporting documents as per the guidelines.
6. Schedule an appointment at the nearest Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK) for document verification, biometrics, and photograph.
7. Pay the applicable fees online.
8. Visit the PSK/POPSK on the scheduled date and time with all original documents and a printout of the Application Reference Number (ARN) sheet.

Documents for Fresh Passport (Adult - Normal Application):

Document requirements can vary based on specific circumstances (e.g., minors, government employees, name change, etc.). The following is a general list for an adult applying for a fresh passport under the normal scheme.

1. Proof of Present Address (Any one):

• Water Bill / Telephone (landline or postpaid mobile bill) / Electricity bill (not older than 3 months)
• Income Tax Assessment Order
• Election Commission Photo ID card (EPIC)
• Proof of Gas Connection
• Certificate from Employer of reputed companies on letter head
• Spouse's passport copy (First and last page including family details), (provided the applicant's present address matches the address mentioned in the spouse's passport)
• Parent's passport copy, in case of minors (First and last page)
• Aadhaar Card
• Rent Agreement
• Photo passbook of running Bank Account (Scheduled Public Sector Banks, Scheduled Private Sector Indian Banks and Regional Rural Banks only)

2. Proof of Date of Birth (DOB) (Any one):

• Birth Certificate issued by the Registrar of Births & Deaths or the Municipal Corporation or any other prescribed authority, whosoever has been empowered under the Registration of Birth & Deaths Act, 1969 to register the birth of a child born in India.
• Transfer/School leaving/Matriculation Certificate issued by the school last attended/recognized educational board.
• Policy Bond issued by the Public Life Insurance Corporations/Companies having the DOB of the holder of the insurance policy.
• Copy of an extract of the service record of the applicant (only in respect of Government servants) or the Pay Pension Order (in respect of retired Government Servants), duly attested/certified by the officer/in-charge of the Administration of the concerned Ministry/Department of the applicant.
• Election Photo Identity Card (EPIC) issued by the Election Commission of India, which contains the DOB.
• PAN Card issued by the Income Tax Department.
• Driving License issued by the Transport Department of the concerned State Government, which contains the DOB.
• Aadhaar Card / E-Aadhaar.

3. Non-ECR (Emigration Check Not Required) Proof (If applicable, any one):

• Persons having educational qualification of matriculation and above. (Class 10 pass certificate or higher)
• Persons holding Diplomatic/official Passports.
• All gazetted government servants.
• All income-tax payers (including agricultural income-tax payers) in their individual capacity. (Proof of assessment of income tax and actual payment of income tax for last one year or PAN card)
• Persons above the age of 50 years.
• Children up to the age of 18 years.

Documents for Re-issue of Passport:

Reasons for re-issue can include: expiry of old passport, exhaustion of pages, lost/damaged passport, change in particulars (name, address, appearance, etc.).

1. General Documents:

• Old Passport in original with self-attested photocopy of its first two and last two pages, including ECR/Non-ECR page and page of observation (if any).

2. Additional Documents Based on Reason:

• For Change of Address: Proof of current address (similar to fresh application).
• For Change of Name:
  • Original newspaper advertisement (one leading daily in the area of the applicant’s present address and another in the area of permanent address).
  • Gazette Notification of name change.
  • Marriage certificate (for change of surname after marriage for women) / Divorce Decree.
• For Lost/Stolen Passport:
  • Original Police Report (FIR).
  • Affidavit (Annexure F).

Fees & Timeline:

Passport Fees (Subject to Change - Always verify on official website):

• Fresh Passport / Re-issue (Normal Scheme, 36 pages, 10-year validity): ₹1500 (approx.)
• Fresh Passport / Re-issue (Tatkaal Scheme, 36 pages, 10-year validity): ₹3500 (approx. - ₹1500 + ₹2000 Tatkaal fee)
• Fresh Passport / Re-issue (Normal Scheme, 60 pages - Jumbo booklet): ₹2000 (approx.)
• Minors (below 18 years, 5-year validity or till 18 years of age): ₹1000 (approx. Normal)
• Fees vary for lost/damaged passports, and other specific conditions.

Processing Timeline:

• Normal Scheme: Generally, after successful document verification at PSK, police verification is initiated. The passport is usually dispatched within 3-4 weeks, but this can vary based on police verification time and application complexity.
• Tatkaal Scheme: For eligible applicants, passports can be dispatched much faster, sometimes within 1-3 working days (post-police verification for some cases, or no pre-police verification if eligible). Tatkaal applications have stricter document requirements and may require an Annexure F (Verification Certificate).
